A water heater is covered under the plumbing code, energy code, fuel gas code if gas fired, fire code, electric code if it is electric, the building code as it pertains to placement in the structure, it is a listed pressure vessel and must be inspected as such. Then there are the local building codes and amendments to consider. The State of Texas TSBPE requires a permit and inspection on all water heater installations. Last but not the least are the manufactures requirements as it pertains to the installations. Knowing all this the last thing to remember the building official has the right to interpret this and inspect the water heater anyway he or she sees fit. So it is not a bad ideal to contact your local inspector if you have a plumbing question after all they are there to help you. In the case of a water heater it could safe your life.
